Parking abuse goes beyond replicating or duplicating placards. It is my opinion, doctors also contribute to the abuse. The doctors are not going to turn down a paying customer that requests a placard. The broad spectrum of businessess are also contributing to the abuse. Businesses may state "violators" will be fined or towed, but in reality they do not monitor their parking areas. So those who, abuse, know there is no consequence, no fines, no tickets, no tow. Then there is the "abuser". Blatent, open, defiant, disrepectful, and lacks any consideration for those who really need the space. The disability parking emblem, itself, embraces the true need for a parking place for a wheel chair user.
