Is she 18 yet? Is so, she should apply for SSI which comes with medicaid (i beleive it will still cover what private insurance doesn't if she has it). Medicaid may pay for a personal assistant.....

You may want to look at a Toyota Solara. I had one for years because it was easy for my daughter to make a transfer in as a passenger. But ,please check with your state for Independent Living Service...
