Burgerman Mark 2 sounds like what you want. It is built on the F55, an English chair, but my S.O. is in beginning to work on making an equivalent based on an American equivalent chair from the same corporation. He has bought but not yet received the initial chair, and would likely welcome discussion with anyone else trying to do the same thing. We are also in the process of getting plugged into the "maker" community, of people who make mechanical things for fun, and who share tools and work spaces.
Burgerman, the owner of

has some critical things to say about why the medical device industry does not make what people with disabilities want and need. I suspect the industry would not agree with him, mostly. Also, when I posted the question of whether people on apparalyzed would really like something like Burgerman described, the response was decidedly lukewarm. Then again, I see comments like yours which suggest that SOME people like the kind of chair that Burgerman discusses. These people just need to find each other.
If you are not handy, there are likely people who could create a Mark 2 for you, but that would likely cost you more.
While I am pretty sure the Mark 2 would not be Medicaid approved, it is possible that the initial chair would be. I have not looked into it. If you are para, I suspect they would not pay for a power chair even if one would be useful to you.
